BULLETIN ÉLECTRONIQUE DE LA PLATE-FORME SUISSE «VIH/SIDA ET COOPÉRATION INTERNATIONALE»

La Suisse et le Fonds mondial

Chères lectrices et chers lecteurs d'aidsfocus,

Depuis l'année dernière, MMS/aidsfocus.ch fait partie de la délégation suisse au sein de la «constituency» canadienne et australienne du Conseil d’administration du Fonds mondial de lutte contre le sida, la tuberculose et le paludisme. Il nous incombe de rapporter les suggestions, les demandes et les souhaits de la société civile afin de jeter un pont entre les bailleurs de fonds, donc la Suisse, les partenaires de la mise en œuvre et les bénéficiaires finaux. Le Conseil d’administration est la plus haute instance du Fonds mondial – la responsabilité doit être assumée conjointement et un engagement intense est escompté de la part de tous les participants.

Plus mon aperçu dans les structures du Fonds mondial augmente, plus je suis impressionnée. La lutte est réalisée à tous les niveaux pour atteindre la vision d'un monde dénué de VIH, de tuberculose et de paludisme. Le Fonds mondial investit quatre milliards de dollars par an. Mais la question suivante ne cesse de s'imposer: l'objectif ambitieux «D’ici à 2030, mettre fin à l’épidémie de sida, à la tuberculose et au paludisme », annoncé par les objectifs du développement durable ainsi que par le Fonds mondial, va-t-il être bientôt à portée de la main? Je suis sceptique - l'argent seul ne suffit pas … Les millions ne peuvent résoudre toutes les difficultés. Il faut rompre les idées reçues et modifier les comportements au sein de la population et des gouvernements dans les pays présentant un taux de VIH élevé: notamment en matière de droits de l'homme, d'accès aux prestations sanitaires pour tous et de responsabilité étatique en termes législation non discriminatoire. Le credo «Il ne faut abandonner personne» est plus important que jamais.

C'est justement pour cela que se mobilisent les trois délégations d'ONG dans le Conseil d’administration du Fonds mondial. D'arrache-pied, elles indiquent, en toutes circonstances, que l'accès à des mesures de prévention de grande qualité, au traitement et aux soins ainsi qu'au soutien des personnes qui sont concernées par ces trois maladies, doit être garanti et ce, en se fondant sur les principes de l'équité et des droits de l'homme.

Le sujet de ce mois se penche sur les thèmes actuels relatifs au développement du Fonds mondial et sur les questions qui occupent la société civile. Apprenez-en davantage…

MMS/aidsfocus.ch in the Swiss Delegation to the Global Fond Board

MMS/aidsfocus.ch - Since last year MMS/aidsfocus.ch has been part of the Swiss delegation to the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund). The Swiss are part of the Canadian and Australian constituency. The three countries combined have one voting seat and aim to contribute to and influence Global Fund policies and practices. MMS/aidsfocus.ch’s role is to represent the civil society perspective related to the work of the Global Fund within the Swiss delegation.
